In 1999, BG Group, a British multinational oil and gas company, was granted an exploration license by the Palestinian National Authority. The Gaza Marine field was discovered in 2000. It is estimated that it contains upwards of 1 trillion cubic feet of natural gas, more than is needed to power the Palestinian territories, with potential to export.

Israeli occupation of the Palestinian territories halted the deal. Although it is legally under the jurisdiction of the Palestinian Authority as a result of the Oslo Accords, Israeli forces have prevented Palestinians physical access to the offshore region and its resources.

On 18 June 2023, the Israeli government gave preliminary approval for its development, while requiring security coordination with the Palestinian Authority and Egypt.

Hamas official Ismail Rudwan told Reuters: "We reaffirm that our people in Gaza have the rights to their natural resources."

August 2023, just two months before Rishi Sunak opened hundreds of new licences for oil and gas extraction in the North Sea. Infosys an IT firm founded by his father-in-law signed a $1.5 billion deal with British oil and gas company BP.

Sunak’s wife Akshata Murty also has a reported £400 million stake – won a deal from the global energy company thought to be the second-largest in the history of the firm.
