I assume by "replace" the bill includes a new unit, not just overhauling the original, but it's probably a fair price.
Thinking about it, overhauling the head locally rather than fitting a new or factory-reconditioned unit would probably cost a lot more.
Even by just exchange, it involves a heck of a lot of work, increasingly complicated and time-consuming on modern vehicles; and all businesses have to charge a lot more per hour than just the materials and the employee's wages, even before they add on the profit margin.
