Absolutely. Unfortunately in most places even where it is illegal it is only a 2nd level charge. Meaning the cops can't stop you for it even though they can write you a ticket for it if they stop you for something else.

@CereBellum: IT IS. But unfortunately that's how it works some places. There are people trying to change it but so far not many places have. Seat belts were the same way. When the seat belt laws first came out they could't stop you for that either but those are changing.
@MasterDvdC: Hey, I was not only stopped, but given an $$$ expensive ticket as well as a lecture for not wearing my seatbelt about 15-20 yrs ago.

@CereBellum: That law is largely changed. The cell phone/texting law isn't.
@MasterDvdC: Curious: If you are stopped at a light, is it considered okay to text?

@CereBellum: I would imagine so. About the only time I'll text. But I do do it when I'm stopped.

@CereBellum: No. But occasionally I get a text that I do have to answer but wait until at a stop light. Actually, when I'm driving actually talking on the phone is easier. My phone syncs up to Bluetooth through my radio. There is a small microphone on my instrument panel so I can talk hands free. Easy to talk and pay attention to what I'm doing.
