Should cell phone/texting penalties while driving be as severe as drunk driving penalties, especially if someone is injured in a crash?

they are in some cities but seems the police doesn't want to execute these laws.

@sighmeupforthat: They may not be able to. In a lot of places they can't stop you for that. They have to be able to stop you for something else and then they can add that as another ticket.
