Technically you can say any word you want, because it's not illegal.

But should you? That's something only you can decide. I personally think liberal use of slurs has diminished the historical significance of words.

I'm black, I don't like the word and I don't think anyone should use it. I more or less don't because of that. I don't really care who the hell uses it since getting worked up about it is a waste of time.

The reality is that anyone can and will use the word. You can't grant permission like it's a hall pass.
