When is it necessary to manipulate someone?

To get them to health care....no other reason.......period!🙂

I would think that only in criminal investigations, political choreographing, and war, would 'manipulation' of an individual or individuals be necessary, and even then it would actually be more 'expedient' than 'necessary'.
