Tariffs are applied to US goods by a lot of regions (EU) and countries (China, India, etc) well in excess of what the US applies to their goods, if any. It was let go like this for decades. It took good US jobs elsewhere and hurt the ability of US companies to compete internationally.
Trump is trying to address that .. and yes it will cause some financial strain until enough change occurs to start to reverse that. There is no guarantee it will work, but that is true of any such plan. It will not be the first recession this country has gone through if it reaches that level. It will not be the last whether this goes forward or not. Breath deep and deal with what comes as it comes.
