18 year old: Can I buy a beer?
Government: No, absolutely not
18 year old: Can I join the military, and use guns and explosives, fight against enemy soldiers on the other side of the world and potentially die?
Government: We encourage it

Where I come from 18 year olds are allowed to drink. I don't know about now but when I was in the reserves many years ago that if you were a member of the forces younger than 18 you could drink with the rest.
