When someone says, "I'm sending you love and light," what is the connotation to this phrase?

I've heard there is a positive and yet also a dark side to the phrase by the one who is making it. In other words, the one who is making it has gone through troubling times and maybe senses you are too and is trying to send a prayer your way. What do you know about this?
