If God created the visible part of the electromagnetic spectrum ("let there be light") who created the rest of it, especially the harmful bits?

Um, are you assuming God was only referring to humans?
Other animals can see different parts of the spectrum. For example, birds of prey can see UV light - excellent for tracking incontinent rodents. Some snakes and insects, can see in infrared - they see heat emitted from prey.
As for the rest of the spectrum, who knows what species there are in the rest of the Universe 🤔
