Do people just go there to stare at the waitresses, is this really a real food place?

I had a high school friend who became a tech recruiter. He wouldn't leave me alone so I had him take me to hooters so he had to expense it.
It's so lame and benign. I'd rather go to a bar in a college area than spend time in a Hooters.
