Why do you have to be a certain age to buy a mobile phone?

I was buying a phone yesterday and the man behind the desk almost didn't let me buy it.

I'm in the UK and you have to be 18 to get pay monthly or sim free contract. I think under 18s can buy a Pay-as-you-go phone, though 🤔

@Fluffybull The man told me I had to be sixteen to buy a phone, but I was sad so he asked me to call my dad and dad gave me permission.
But I hope the man didn't get into trouble.
