Is this a hate comment?

A lady in my building hate me. She always make angry comments to me but today she say “you still live here? I thought you went back to China. You know you people brought the Covid virus here. Is t that enough?”

I was so shock. I cannot think of anything to say. She is large and loud and ugly. If this is a hate comment I can report to building council. Police take this seriously too. Anyway I am not Chinese I am from Laos. Not the same.
