I have no idea what nationality he is. Maybe pacific islander. He kind of looks like John Redcorn from King of the Hill only tiny and his face is more flat. Maybe FAS? Next time I see him I will look closer. He doesn't have much expression. Medication?
If he's part of the family that lives here he might have some serious genetic problems. There are a lot of people with deafness and deformity in the group in this building. Maybe they live together and the larger community contributes to their upkeep? I wish I knew what language they speak. None of them speak any English at all. Well, one of them offered me a cat.
