Is Ohio a good place for a master electrician to live?

Whats the weather like? I hate heat. Small town not too far from a city?

Have you thought about West Virginia? Beautiful countryside, and in the northern part of the state, you're not too far from the suburbs of Washington, DC. Jefferson County, Harpers Ferry area, is about 1.5 - 2 hours from Washington, DC, with prosperous (among the wealthiest in the country) counties between -- Loudoun, Prince William, Fairfax, Arlington, and just across the river from Montgomery, Frederick, and Howard in Maryland. You could also find something similar in the Shenandoah Valley of Virginia, around Winchester to Front Royal, again, close to growing Washington, DC suburbs.

The only downside can be traffic the closer you are to DC, but might not be a bad option for a career path for a master electrician, especially as there are opportunities in new construction, residential and commercial, and existing repair and maintenance with companies in the area.
