What is the CDC Foundation? The CDC is a government agency. However, the CDC foundation is not. In 2020, the CDC received $266m from Big Pharma.

Why does CDC receive gifts through the CDC Foundation when they can receive direct gifts?

The CDC Foundation was created by the U.S. Congress to connect CDC with the private sector—individuals, philanthropies and corporations—to address public health protection challenges. The statutory authority which created the CDC Foundation included authority for CDC to accept gifts from the CDC Foundation. In addition to having more flexibility in spending, the CDC Foundation—because it is an independent non-profit—may be able to expedite gift funding to support public health challenges more quickly than CDC. Expediting funds is beneficial in addressing public health emergencies, such as the 2014-2015 Ebola response and the ongoing COVID-19 response.

The biggest partners of the CDC foundation include Johnson & Johnson, Pfizer, Biogen, and Merck.

I think this is unfortunately true for most US government agencies, and has been the case throughout history, since the founding of the country. In a capitalist system, private companies have the power to manage government policy and institutions, and this is one example of how they do it. It's a shame, but it's never been a democracy.

The CDC is NOT a government agency, they are a private agency paid by the government. See this way they can have it both ways. They can collect huge donations from big pharma and still be a shrill for the government. Only a fool would trust them.
