Why you could be annoyed that someone might actually like you and has the balls to do something about it? Why not write on a cup "Thank you, but no thank you" and hand it back to him. It's not being nasty or mean, it's showing him you're no interested, there's nothing to feel awkward about. He'll just move on to the next pretty girl. I presume you're both adults and can handle it.

Perhaps you have articulated exactly what was so annoying about this: the sense that he was just moving on to the next pretty girl.
Some women are tired of being treated as a "pretty girl".
Some women are tired of men checking them out and hitting on them so often, to the point that they find it suffocating.
And some women do not appreciate it when men condescendingly tell them how they "should" react to men.
