Can Mark Cuban and Elon Musk be sued when people lose their money in dogecoin?

People are going to lose a lot of money - the late investors will hurt the most. I am wondering how it will play out - Robinhood, Mark Cuban and Elon Musk.... And Snoop Dogg.
