Dont see them as special needs but they are severely compromised in terms of quality of life ,healthcare,education,provision of merit goods like clean water decent housing etc and when a person is as vulnerable as such they are easy to manipulate to continue that circle of unjust wealth distribution for the benefit of few . Now x1person to millions . It is a governmental failure and it is a disease of many economies
