Actually in England "forest" in its historic context was more like a large area for hunting so didn't need to have trees as such, example the new forest in South England where a lot is heathland etc.
Now actually London is officially defined as a forest. Largest urban forest in the world. There are almost as many trees as people and the canopy covers over 10% of the area.
