Because though people hate being blocked, for the most part. Most like to be able to block others.
I don't care so much about being blocked. If I'm blocked it usually means I either touched upon some very sensitive nerves of someone, they don't like it when others challenge their thoughts or even show them how wrong they might be an open forum, or maybe some personal reason has come up that makes it hard for them to continue talking to me. The last one is one that matters to me, because it usually means there was something there before but it's not there now and that's the only one that does matter to me.
So, I don't think the block button will go anywhere any time soon. I've only been blocked once that I know of and blocked only one so far.
