It is, for two reasons I think: 1, the idiot government wasn't bright enough to realise this was a necessity sooner; 2. the idiot populace wouldn't listen when requested politely to stay home. Now we'll have police out wanting to stop people and check if they have a valid reason for being outside. Well, if we are out now, we'd better have.
