what do you call a person who
hurts someone and then apologizes to them and then hurts them again and apologizes to them again in a neverending loop? is it a disorder or a tactic or what?

Sounds like someone that doesn't learn from their mistakes and also someone too weak to confront the person hurting them and force them to change or end it.
