Well that depends..... if someone who's "chronically happy" is laughing and still being their happy self during a horrific time ala 9/11, yes that IS a mental illness in the same way that depression is a mental illness.
Which is much different than positive happy people.... who SEE a glass that is half way filled as being a half FILLED glass, whereas the negative minded people SEE the same half glass as being half EMPTY.

being chronically, extremely & unrealistically happy about everything may well be a mental illness It's a shame though that so many people see those that are happy with life & generally positive & happy as being a bit strange.
I call it the Ned Flanders syndrome, but really no. In my opinion there's nothing wrong with being happy! I don't think it's mental illness, it's a blessing

People call being happy an illness because they aren’t happy and think it’s not normal to be more happy than usual

I don't know if I would go as far as call it a mental illness, but it is a defense mechanism, I guess the same way denial is.. allowing yourself to feel sadness or pain can be quite frightful and overwhelming for some. I will say it's not the same as being generally content; a healthier way of being imo.
