@maxeen I took up your invitation, and found an article on its details, history and uses in a web-site I would trust: that of the respected scientific journal "Nature".
HAARP has nothing to do with the jet-stream but with the ionosphere, far above weather patterns.
Along with parallel installations elsewhere, it was conceived first as part of a Cold War communications system for submarines and perhaps now as potentially mitigating the effects of anyone exploding a nuclear weapon in the ionosphere. (A tactic designed to knock out satellite communications signals especially.) The necessary secrecy was naturally fertile ground for imaginative conspiracy-stories.
Now though, HAARP's role is research into that electrically-active layer of the upper atmosphere itself.
Nothing to do with climate or weather. Besides, even the quoted >3MW is probably far too low to make much difference to the jet-stream, even if it could affect it.
