technically you can make calls from an android or ipad, so.. like... 12 inches diagonal? probably a little larger with an android tablet.

@Quoththeraven the quickest way would be with a headset connected and using google hangouts/voice to dial out with a mobile data plan (or on wifi if you're at home/someplace where you have data)
