What advice do you have for a person who needs to tell someone else to go away but who's resolve goes out the window every time that person calls?

I have a feeling there are a lot of people here who might need this.

I think there's literally millions in this situation. Most are either dealing with ex's who they inadvertently keep encouraging because they answer their calls or texts, or a friend who wants things to be more but doesn't get the hint.
