What causes a red patch on the skin with a bunch of extremely tiny small bumps on top of the red patch and it feels sensitive?

Many things, including herpes zoster or 'shingles'. If you have that (and only your physician should diagnose it) do not scratch as it will spread rapidly to other areas.
