1) Lord North
2) David Cameron

My personal choice might include Thatcher and Blair (both similar) - they did the wrong things but with ability.

Cameron and May were just unworthy of office

He’s one of the few PMs that they never mentioned at my school, I guess his failure strikes deep into those who decide the curriculum. @ThePerfectUsername
