Yes, this is true. The Scorpio is a fierce version of Pisces; like Pisces, they are a water sign, and like them, they can understand the world. They can tell exactly how you are like with just one glance.
But, they generally struggle with controlling their ability to understand the world because they often see the worst in people as their dominant source to achieve things in life. They stop trusting others and fear that others may come after them next.
They want to remain pure-hearted, and they fear that in this dark world, they can't. They trust little to no one, but they make for some of the most loyal friends you can ever make. They sometimes resort to testing other people's minds because they don't want to show this kind-hearted nature and be exploited, they want to be sure they can trust you first. Although it's seen as cruel by many, what they experience is often a lot worse than most people imagine. They have to face the worst of problems the world has to offer.
At one point, I wasn't able to understand them, but I have a friend who's a Scorpio and he agreed when I told him this. (I'm a Gemini) :)
Edit: Scorpio have extremely sharp deductive skills and can make up for great spies to keep the organization stable from within the underground. No one can ever know how they feel or think about you, but they know everything.
