Is it okay to shoot my neighbor?
He bought one of those super noisy four wheeled scooters and likes to rev the engine.

Shooting is not a good solution to any problem even though it is expedient. Tell your neighbor that it's a bit too noisy and ask him/her if he will work with you. (I know that's not an amusing or sexy answer but it makes sense and it's practical even if it doesn't stand much of a chance of working.)
