He represents the value/worth of Dorothy. Intoto means total sum. The witch said, I'll get you my pretty, and your dog too.
The entire film revolves around Toto.

@CC67219 theres a whole theory about the entire film and the characters representing the main issues in life at the time..courage - healthcare; tin man - oil industry; scarecrow- agriculture; dorothy - everyman; toto - networth/assests; witch - taxes; Oz - gold. Everything was measured off the value of gold at the time, which was weighed in ounces, oz. It was the main commodity that all others were based off at the time.
