Do you experience frequent back ups in pipes?

I stay in an apartment. I'm at the very bottom. Ever since I've been here, I occasionally get water coming up from my pipes in my sinks. I'm told this is because of what my neighbors above me put down the drain. I know this has some truth to it, but is it normal for it to happen so often? This is an older apartment, so I believe this has a little to do with it. If you are at the bottom of a unit or know of someone. Is this normal for bottom floor people, or does my apartment need new plumbing/pipes?

The manager needs to put a 200-500 foot snake through, the pipes are clogged with something.

Ask first about having it snaked, if nothing is done, contact the health department

@xixgun You're thinking more of the building inspector than health department. Yes, it can be a health issue, but they will refer it to an inspector to see if there is clogging and the pipes are up to code.
Flushable wipes really aren't flushable.....

Your pipes need snaked. Then scoped.

@NativeOregonian that sounds logical. They have snaked it and what not. And after it is clear, a few years later it happens again.

@sweetiepoo They may have to scrape the pipes as well. It sounds like snaking alone isn't doing the job.

@sweetiepoo Whenever you see a truck next to a manhole and barriers around it, it is most likely a scraping crew.
