Generally speaking, Yes.
About 6-7 years ago I moved out of a city of 4 million and now I live in a city of 250,000.
I go back to visit relatives every few months in the big city.
Each time I notice more and more how life is different in both cities.
I come to the conclusion that the bigger the city is the more arrogant and they drive cars more aggressive.
I am glad I moved to a smaller city.
