I'm not sure I follow the question, but I'd wager if you're asking it, you're probably done talking to that person anyway.
Personal perspective, I won't block someone if I'm waiting for an answer. When I go passive aggressive, I'll just ignore them until one or both of us go away.

@SW-User somebody got mad and blocked me because a few times they had to wait 30 mins tops for me to answer. The last message they sent it took me 19 mins to see the hi and the well bye and that I was blocked.

@SW-User I am kind of happy they blocked me. I was a little tired of the why did it take you so long and you must be too busy to talk to me comments.
