There are always waiting lists for subsidized housing. You can't get right in and some on fixed incomes and at poverty level don't have money do go else where nor relatives to stay with while they wait. Often, a low cost bad neighborhood is the best someone can do. If there were alway choices, homelessness wouldn't be a problem either.
