Why would you raise your child up in a high crime neighborhood?
And dont say bc you dont have a choice. There is almost always a choice. There are other options. There are safe places to live that offer section 8.

A couple of reasons: They tend to be rented accommodation and not cheap, tens of millions in America live week to week and have no option but to live where they do. And as no-one is going to dig them out they stay where they are even though they don't choose it.
