Sure. If you love someone, it's for who they are, not what they look like. Looks certainly help, of course, but even if you never see them in person and you just talk online, that time spent talking is still time spent with them. You just have to be sure they are who they portray themselves to be. So, yes, I think you can fall in love with someone without ever seeing them face to face, but I also believe you can fall in love with the idea of a person.
