Do you think countries have a moral responsibility to stop a genocide or mass murder in another country???

often times we hear the talking heads..... "You arent gonna just sit back and let this go on are you"...... then ten minutes after you mobilize to stop it...... "there they go again, trying to play world police"...... this is a no win situation.
