Is there a way to restore samsung memos/notes

When I transferred data from my old tablet to my new one all the memos came down from the cloud. Maybe this will happen to you if you log in with your Samsung account during setup.

Not unless you backed it up... Samsung do have an online backup system... Whether you enabled it or not though ...

If they were properly backed up, yes. Otherwise, no.
