If i see someone with there head lights off and o flash mine at them

And they turn there lights on but flash theres back at me a couple of times what does that mean

In Australia it means - police ahead with speed detector

It means that in America as well, but if they don’t have lights on and turn them on and flash it means thank you. @nedkelly
