What qualifies as a meme?

It seems everything is a meme these days.

Richard Dawkins came up with it in his work "The Selfish Gene"

Basically, a "meme" is an idea passed from one person to another, in doing this, the idea 'survives' similar to how genes are passed.

Driving? A meme.

Political ideologies are also memes.
