There is a crazy man outside shouting “Do it now”

I wonder what he wants someone to do. Do you get a lot of crazies in your neighbourhood?

There's a woman who shouts when a dog barks, I don't know if it's her own, but she tells it to stop. But yeah living in such area my neighborhood is full of crazies.
