If as Trump claims Mexico is paying for the Wall why does he need Congress to hand him $5 billion to build it?

Stepping around the anti-Trump sentiment, I believe it's a "we pay initially then are repaid by not having to spend hundreds of billions taking care of Mexico's citizens" type thing.

@xixgun That's not what he said. He said "Mexico will pay for the wall" not "Taxpayers will pay for the wall and will be reimbursed by Mexico". Try again.
