Not if they are taking the kids to a movie made for kids. Especially the ones aimed at the very young.
If it's PG14, maybe the very young shouldn't be there at all. But if you go to a children's movie, maybe it would be a good idea to go to a later showing, after all the littles are home in bed.
I would never take a very young child (under 8 years) to any movie rated PG. Or even 8+ .
On the other hand, I won't allow mine to run around, or stand up, or to just be loud and obnoxious, but I won't shush them for laughing out loud or asking questions, or expressing their thoughts about what they are seeing.

@Serenitree PG14? When did that certificate come out? I've heard of PG13, but not PG14.

@NankerPhelge Oh, sorry, I misspoke. It's PG, or 14A. 14A means anyone under 14 must be accompanied by someone over 18.

@MightySizeQueen Even so, I've seen various movie certifications on IMDb. I look at that site rather frequently.
