This is based on an adult burlesque/side show act from close to 20 years ago, and probably older. The problem is that whoever is doing this now is missing part of the process. You don't let go of the whole thing, because that's just stupid. One snorts the condom but holds on the the open end, then pulls the other end from the back of his throat and "flosses" by pulling the ends back and forth. A tamer version uses a balloon like you make balloon animals from, and the really talented will blow just a little air in first and squeeze the bubble back and forth. It's not something that everyone can or should do, but neither is sword swallowing or hanging weights off your nipples or nut sack.
