@Nimbus Then I say (having been in the driver's seat myself)...some truly horrible, expensive, embarrassing stuff should happen to him. His life should be interrupted in some significant ways.
After a couple of years, the restrictions should start to ease and he should at least have the opportunity to regroup.
If he does it again, toss him in the clink and toss away the key.

Maybe retirement is in the offing and he can live off the £30 million he has accumulated over the years.
