Been on the net forever. No amount of coding will stop it. It's been tried.
As soon as a site or even transfer protocol gets a certain amount of traffic then the jerks can not be feasibly stopped.
And if you by chance should be able to do so, then it won't be popular enough to sustain itself.
Perhaps if you are unbareably rich to afford such a small site.
