I have a young lady acquaintance (a friend's daughter) that is a stunning 23 yo country girl. 5'6" and 90bs. Really too skinny BUT, depending on what she is wearing, she either has a beautiful womanly chest or appears relatively normal to flat chested.
She will post pictures on Facebook, and if she is in a bikini (and shorts and boots, which is often during the summer) she looks small chested. But dressed up to go dancing, or a night on the town, she has more than ample cleavage. To put it bluntly, she has a really nice rack (her words.)
