Regarding stupidity

Not taking into account the people with brain/mental problems that affects their ability to think: Are 'stupid' people stupid because they are like that, or because they chose ignorance rather than knowledge?

People are ignorant in one way or another. it doesn't mean they're stupid. True knowledge comes by willing to learn. Stupidity comes when people are too proud to learn true knowldge.
@VoloProVeritas62 Ah, maybe I did not phrase it well enough, but your answer actually righted my train of thought. What I meant is that, why do some not want to learn eventhough they clearly have the capacity to do so.

@PhantasmaMechanica It depends on what's being taught. A lie can be taught just as well as truth can.
May I ask your opinion: do you think it matters what the truth is if the lie is good enough?

@PhantasmaMechanica Truth to me is very important but a lie spoken to help save a life from an enemy in wartime, can be just as important. It's up to the individual to tell the truth or to lie. I hope I've answered your question.
Yes, it does. But how about the lies that are spoken to the mass, say, the belief that Inventor X or President Y (I don't want to throw around names) is a good person to be respected because what they do benefited many, even if in fact they are responsible for the suffering of many as well? -- Something like that.

@PhantasmaMechanica Every man is a liar, but not every man chooses to be a liar. What I'm saying is that we are capable of not telling the truth all the time. Even those who are in the White House haven't told the truth for one reason or another. If one's heart is pure in the fact that he/she has to lie in order to prevent a bad situation from happening, that's one way of caring for others. However, if one tells a lie to gain one's own lustful desires, whatever they are, then they are pathological liars and care for no one but themselves. No doubt, the truth will come out sooner or later in both events. There will be suffering in both events but there will be more suffering in the latter event than the former. The liars' intent is to hurt others and not prevent them from getting hurt. I hope I've answered your question.
